Kodokan - REGULATIONS PROVIDING FOR QUALIFICATIONS FOR DAN PROMOTION

It is version from 2010 from Kodokan website
    http://web.archive.org/web/20100613003904/http://kodokan.org/e_basic/shoudan.html
    ----------------------

In examining candidates for dan promotion at the Kodokan Deliberation Council, these regulations are taken into consideration in addition to the Kodokan Deliberation Council Rules.

However, a candidate who has special ground suggested by the President may make an exception of these regulations.

Minimum age, training years and contest result shown in the regulations point out lowest standard. Those who are short of the standard are ignored.

    Minimum ages are as follows:
    Dan aimed at 8th dan 7th dan 6th dan 5th dan 4th dan 3rd dan 2nd dan 1st dan
    Lowest age to be promoted 42 33 27 20 15 14

It is possible, however, that the minimum age for 1st dan may be one year shortened in case a candidate is recognized to be outstandingly excellent. Those below the 4th dan who have been found outstandingly excellent in Red VS White Tournament held in spring and autumn every year at Kodokan, and those who have attained especially excellent result in All Japan Judo Championships or in World Judo Championships may be promoted regardless of these standards with the exception of minimum age candidates for 1st dan.

In screening candidates for dan promotion, personality, acquirement of judo spirit, extent of the understanding of judo and mastery of technical arts, practical application of judo everyday life, and contribution to judo are considered. Those who are mean in character as whose speech and behavior are deviated from judo spirit will not be promoted irrespective of any other merit.

To see how far candidates have mastered technical arts, theory of techniques, carriage, attitude, efficiency and skill may be examined.

Candidates for dan promotion may be screened out not only by paper materials but also by practical skill, written and verbal examinations.

Candidates for promotion to the 6th, 7th and 8th dan are, as a rule, assigned examination in kata and written or verbal examination at Kodokan or at each local district branch of All Japan Judo Federation.

In screening candidates for promotion to the 1st, 2nd, 3rd, 4th and 5th dan, the extend of acquirement of kata, contest result and the length of training years are to be included, along with the examination given according Article 4.

The marks mentioned here are limited to those that have been officially recognized by Kodokan at the tournament organized or sponsored by Kodokan, All Japan Judo Federation, local judo federation or judo structure (body) authorized to make dan recommendation.

In case of promotion to the 5th dan or above, the marks are limited to those that have been officially recognized at the tournament organized or sponsored by Kodokan or judo federations which are ranked the same or higher than prefectural judo federation.

These marks are reckoned in the following way.

Successively obtained marks mention in Column Excellent means those obtained on end at a time.
Points mentioned in Columns, Excellent, Good, Fair and Passable, are based on the following table.

A win over the opponent who is 2 or more ranks higher------------------ 2.0pts.
A win over the opponent who is 1 rank higher--------------------------- 1.5pts.
A win over the opponent of the same kyu or dan------------------------- 1.0pts.
A win over the opponent who is 1 rank lower--------------------------- 0.5pts.
A win over the opponent who is 2 ranks lower-------------------------- 0.3pts.
    Kiken-kachi-------------------------------------------------------- 0.3pts.

A draw may be considered in awarding marks depending on the turn of the competition. The standard is as follows:

Draw with the opponent 2 ranks higher--------------- 1.0pts at the maximum
Draw with the opponent 1 rank higher---------------- 0.75pts at the maximum
Draw with the opponent of the same kyu or dan-------- 0.5pts at the maximum

The number of attendance at the competition may be considered in awarding marks. Even a defeat, if something notable is found in it, may be taken into consideration.

Holders of up to the 4th dan may be promoted regardless of their contest record or training years in case they obtain remarkably excellent result in a major competition of national or world level such as the All Japan Judo Championships or the World Judo Championships.

The holders of the 4th dan and down who are outstandingly excellent and awarded 6 points or more by getting successive wins at a stretch in the Red VS White Contest held in spring and autumn at the Kodokan will be promoted on the very day, provided that there are undermentioned number of ippon-gachi among their wins.

Against the opponent 1 rank higher -------------------------- 4 ippons or more
Against the opponent of the same kyu or dan ------------------ 5 ippons or more
Against the opponent 1 rank lower ------------------------- 10 ippons or more
Against the opponent 2 ranks lower ------------------------ 17 ippons or more

Candidates for the 7th and 8th dan are judged by the contest record before and after the promotion to the present dan, existing state of training, kata, refereeing, experience in instruction, contribution to the diffusion and development of judo and anything worthy of special mention. Training years

    Excellent
    Good
    Fair
    Passable 6 years or more
    9 years or more
    12 years or more
    15 years or more

Synthetic evaluation is based on the average of 6 items covering (a) through (f) and that of (g) and (h). For promotion it is necessary to have excellent rate in (g) . If there is any achievement in (h), it can make up for the want in (g).

Average evaluation of 6 items covering (a) through (f) is shown by excellent, good, fair, or passable, which are based on the following.

Excellent----- Must be excellent in 4 or more items ( item(b) must be inevitably included) and good in other 2 or fewer items.
Good--------- Must be good in 4 or more items (item (b) must be inevitably included) and fair in other 2 or fewer items.
Fair---------- Must be fair in 4 or more items and passable in other 2 or fewer items.
Passable------ All 6 items must be evaluated higher than passable.
Even if there is some deficiency in contest result after the promotion to the present dan, it can be made up by good result obtained in other subjects. In this case, it is necessary to give concrete mention of the subjects and their contests which are to make up.

Promotion by dint of contribution to judo is, as a rule, limited to only one chance and one rank per person, and requires the passage of the following period of time:
Dan to be promoted 8th dan 7th dan 6th dan 5th dan 4th dan 3rd dan 2nd dan 1st dan
    Years
21 years or more after promotion to 7th dan.

18 years or more after promotion to 6th dan.

15 years or more after promotion to 5th dan.

10 years or more after promotion to 4th dan.

9 years or more after promotion to 3rd dam.

8 years or more after promotion to 2nd dan.

7 years or more after promotion to 1st dan.

Holders of 1st dan through 5th dan who are not found passable in contest result, however, may be one year shortened the years mentioned on the table in case they continue training and considered to have done specially great contribution to judo.

It is a rule that dan is promoted one by one. For some who are under special circumstances, however, an exception may be made allowing to skip over a dan. In this case, the years necessary for skipping promotion are generally the table of years fixed for both dan though there may be some variation according to their contest result.

    SUPPLEMENTARY PROVISION
Contest result of candidates for 1st dan, 2nd dan, 3rd dan, 4th dan, 5th dan and 6th dan obtained before August 1957 includes that obtained in tournaments stated in Article 6 and those equivalent to those tournaments.
