The Kodokan has never presented the Butokukai-related honorific titles - renshi, kyōshi, hanshi - even though many Kodokan judoka were given such titles in the past, including Mifune, Nagaoka, and tons more. This included Kano himself, who was usually addressed by the Butokukai as 'Kano Jigoro judo shihan hanshi', but their use lapse post-war when the Butukokai disbanded. In fact, Kano shihan was more involved in the Butokukai than most people realize.

Yes, Kanô himself awarded through the Butokukai some of those titles to some of the members of the 1906 committee.
