There is a maximum of four competitors per country per weight category including the organizing country.
Qualification for Grand Slams and Grand Prixes
There is a maximum of two competitors per country per weight category. For the organizing country there will be a maximum of four competitors per weight category. Only two competitors from the organizing country may receive points for the World Ranking List.
Each national governing body establishes their own qualifying system to comply within the broader IJF guidelines (2016 Qualification point events and system)... Some NOC's either can not afford to send more athletes to given events, or do not have enough athletes who meet their qualification criteria, or a combination of both...
