Why is that? Currently the US has 3 athletes qualified, 2 in direct qualification and 1 with continental quota. I agree with you on referees though as it looks like there is 1 US IJF referee and they are ranked 42nd so unlikely to be selected for the team of ~ 16.

These is the currently qualified athletes from the USA: Angelica Delgado, Adonis Diaz, Colton Brown(Continental quota). It looks like there's pretty good chance of them staying qualified.
