Time to close this topic with appointment of Mr Shoji MUNEOKA, currently Chairman of All Japan Industrial Judo Association, ex Tokyo-University Judo Club, age 67, born in Shunan, Yamaguchi. Affiliated with Shin Nittetsu (New Japan Steel Industry), he`s one of the leaders in Japan`s economic circle. Two key positions to be filled in are Managing Director and Administration Manager of AJJF; untill then it`s hard to guess how things will develop in future.

The All Japan Businessmens' Judo Association is a very serious outfit. All Japan Businessmen's Judo Association (Japanese only). All of Japan's semi-pro judo teams that field national and international competitors are members: ALSOK Security, Komatsu's women's team, etc.
Mr. Muneoka will have seen some hard times in Japan's steel industry as it struggled for years to rationalize and compete. Shin Nittetsu is something like the world's second largest steel manufacturer after all the mergers.
Nevertheless, one key about appointments like Mr. Muneoka's is that even working part time, their acceptance means that they can call on serious talent from their business' legal and accounting sections and corporate world connections and understand the responsibilities commiserate with being appointed to the board of a public foundation. And the funding is a laughable amount compared to the budgets they've handled、so the temptations are minimal.
Mr. Muneoka was until June the Vice Chairman of the Keidanren, the top economic organization in Japan. That is very important, too; if the AJJF seeks corporate funding to make up ground from lost national funding, his current contacts include the top leaders from all of Japan's top industries. In the lead up to the decision regarding the Tokyo Olympics, I bet that plays a role, too.

In simple terms, Vizer's tricks in the end might come back to bite him in the butt if this guy turns out to be successful and use his power to ... "try something more" in terms of ambition. I never thought they would have the courage to give the position to an "outsider". He is a sort of an 'outsider' in that he is not of the Kodokan, but he has been a part of Japan's judo and business establishment for a long time, near 50 years.The_Harvest wrote:

The University of Tokyo (Todai) is the most prestigious university, the steel makers and heavy manufacturing industries have great prestige and connections, the Keidanren is Japan's top economic institute, etc.
This gent could have and would have been on the boards of some of the top organizations of Japan; if he is willing to take on the headaches, minimal perks, and low salary of the AJJF Chairman's position, my hat is off to him, and I wish him the best of luck.
I can't imagine tackling the IJF is high on his priority list. It's a loser anyhow unless there is a large change in the situation.

Surprising news. Not that the Federation chose him but that Mr Muneoka has accepted.
When non-politicians of that stature accept such roles it is usually because they have some strong personal motivation. Mr Muneoka probably does not have any petty personal judo ambitions and has accepted because of an honest desire to do something good for judo. Certainly good news for japanese judo, and hopefully for international judo.

There are some interesting threads in the news and blogs about these developments.
First some point out that there are now three key positions held or to be held by U. Tokyo grads - Muneoka, Chikaishi, and the current head of the All Japan Judo Federation PR Dept, Mr. Uno.
One top level sports paper likens it to the 'non-Kodokan judo faction' taking over. What's behind that?
The University of Tokyo has never been known as a judo powerhouse, but it is well known as one of the 七帝 nana-tei or shichi-tei, the old seven Imperial Universities (Hokkaido U., Tohoku U.
Tokyo U., Nagoya U., Kyoto U., Osaka U., Kyushu U.), which are best known for 七帝柔道, nana-tei or shichi-tei judo, which is better known in English as .... drumroll...... Kosen judo. You can imagine what purists and activists on both sides of that issue are saying - it's a revolution for judo, nana-tei judo is going to come to the forefront, it is the end of Kodokan judo, blah blah....
I'm not very conversant regarding their judo politics, but these are elite universities that have their own connections and exchanges. Their graduates tend to join Japan's business and govt elites organizations, and are different from the normal judo powerhouses like Meij U., Kokushin U., Tokai, etc.
Also I can't find the entire list but in addition to Uemura kancho 22 directors have tendered their resignations. Presumably this is the current standing committee, the same 23 total that AJJF Director / Chiba Judo Federation Chairman Ryotokuji moved to dismiss (apparently without a plan to replace them, which helped doom his resolution to lose 2 to 1). So, now there will be a more considered resignation and replacement.
And, at least to me, the very noticeable nomination of Mr. Chikaishi, the former head of the Osaka Metropolitan Police, the second largest police organization in Japan (after the Tokyo Metropolitan Police), is a sign that shenangins with funds and sexual harassment simply will no longer be tolerated. Heretofore if I got it right, judo police was the only major judo organization not directly represented on the AJJF board; it will be interesting to see if they change that. Of course, the Chairman can always nominate someone from the police as one of the ten at large directors.
It is interesting that Mr. Chikaishi was an advisor to Toyota Motor Company. Often former police officials are hired as 'security advisors' by Japanese companies large and small to deal with their various security problems, including shakedowns by criminals and organized crime. Those guys need real steel in their backbones to deal quietly and professionally with some of the issues that come their way - blackmail, physical threats, shakedowns, physical injury scams, etc - so dealing with the various egotists and stubborn judo blockheads in the AJJF should not be a problem, unlike some folks that might have be more inclined to seek a quiet, incremental, more discrete Japanese solution to maintain the 'wa'.
All in all, a couple of serious guys, and not at all the 'sports figurehead' Yamashita solution that many herein opined. Yamashita is already a senior director - I wonder if he is among the ones to resign, as he was on watch when all this happened.

Why I asked the question wasn't really about the IOC or Japan for that matter. Ultimately I am concerned about judo rules and the advancement of judo. I took this thread to imply that the collective 'we' thought what was happening in Japan was good for judo, and that they might change the rules again towards betterment, what would be the likelihood that this gets reflected in the IOC. Right now, it appears that IOC is the dog...all countries are the tail, driving Judo into a tail spin.

Japan "arrived" on the world stage again in 1964, a tremendous second act for a country that was clearly beaten, nuked and occupied by their frenemy, the US. The Russians weren't very nice to them either, causing tremendous suffering among Japanese colonists in Manchuria (read Paul Maruyama's book) and even now the Russkies occupy Japanese territory. China and Korea, brutalized by Chinese rule, still have victimhood issues about it to this day... and want to get even ... even though they have copied to varying degrees the Japanese economic model.
In 1988 Seoul hosted the Olympics, in 2008 Beijing did so. IMHO they were copying what has become among developing countries the most pronounced and prestigious symbols the rest of the world bestows on a country when it is allowed to sit at the table with the cool kids. Rio is next ... why? Because they are an interesting investment market.
But anyway it was Japan that did it first ... broke into the first-world club and held an Olympics ... in 1964. They also introduced judo as a notice of their intention to leave their native national pastime as a lasting mark on the Games. The Budokan built on land carved from the estate of the Emperor himself ... for judo!
So what about now, and what does any of this have to do with anything? Japan is "enjoying" a resurgence of nationalism, at least among those in the ruling political party, but certainly there is a certain amount of support. They've tried everything else, I think they figure ... among things they would find socially acceptable at least ... why not try again what worked before ... back in 1964? They are shooting for the Olympics in 2020 in a very serious way.
And then comes along judo, the aforementioned mark which should be in the forefront of this effort ... but the leadership not only got caught with their fingers in the figurative cookie jar ... that works on a few levels ... but it turns out that the Japanese have lost everything but a single figurehead in the IJF leadership ... they can no longer dominate the game ... and beating athletes to "help" them doesn't work for some reason the way it did for the generations before this.
My tone is somewhat flippant, but understand that this is all about as serious as it gets for the most serious in Japan. These new guys live at the peak of the establishment. Their country is trying desperately to hold on to a way of life that seems for many to have had its pinnacle in 1964.
So yeah, sign me up for ever hopeful and optimistic, but I have my doubts about motives and intentions. Are these folks going to try to leverage the fading but still substantial Japanese economic power to ... bring back kata and the principles of Jigoro Kano?

I'm trying to find the full list of the 23 directors that resigned; Yamashita was a managing director, all this happened on his watch while a managing director on the executive comitte, so I expect that he resigned, too. Maybe he'll be reinstated because of his stature, but there are responsibilities that go with the perks of being on such boards.
And I wonder about the knock on effect on the Kodokan board, because a lot of the folks to resign are on the Kodokan board. And many were on the task force on violence in judo led by Yamashita.

If the AJJF truly separates from the Kodokan then Kodokan is furter marginalized in international Judo. Just at the time that Kodokan was back in the forefront of IJF.
But for japanese Olympic and WC aspirations mabe the change is for the better.
BillC, IOC is in the entertainment business like MMA, like Bollywood. The only problem is that you can't by carefully selecting the participants to determine the storylines before they are exposed to public. But the push is towards that like in all professional sports.
If Japan starts seriously to try to get Olympics (=spend money) then the new leadership in AJJF is bound to have big influence. Money = influence in sports
But for japanese Olympic and WC aspirations mabe the change is for the better.

One sports paper says that Yamashita resigned as one of the 23 but is thought to be a strong candidate for re-appointment as a director, possibly vice-chairman. He is quoted as feeling 'powerless' to do anything in the face of the scandals.

If this were all happening in (insert name of random country) no one would really care much. It's a story that we are (most of us) interested in this story because we are judoka, because most of us were taught the word "Kodokan" at some point, because Japanese judo is still felt my many to be superior both spiritually and as a physical fact. That's what generations have been told. People on this forum go there as if on some religious pilgrimage, and it is in fact a pretty cool things to do. The reality up there in Bunkyo ward is probably quite different ... a lot if not most of what westerners learn about judo and its origins is so full of orally transmitted myth ... but you and I will never know precisely, we have the wrong family names for that. We get our snapshots taken with Daigo-sensei and go home with a cool story, our experience doesn't challenge the myth at all. As guest we are not, nor should we be, involved in challenging myths and learning "the truth."
Then there is the Olympic myth. 'Nuff said about that already.
The only credible observations I can offer on this subject is that Japan is not just starting to get serious about an Olympic bid ... as you wrote ... they have been very serious about it for some time. But on none of the posters in the subway on this subject have I seen a single judoka featured. If all these things were not at least tenuously connected, I would be quite surprised.
