    In my country about 10 years ago the head of local NOC got 6th dan in Taekwondo. He had never done any martial art.

    Well, neither me, nor anyone I have ever met in jûdô in my country or most surrounding countries and who have obtained their black belts before 1985 have "rank certificates". So, that's settled then, although well all practiced our disciplines for years, competed in it, and having standing on that tatami for years teaching judo to kids and adults and contributing in anyway we could to the advancement of the sport.

    "Many world leaders and celebrities have been bestowed with honorary titles in martial arts, including US President Barack Obama, who received a taekwondo black belt from his then-South Korean counterpart Lee Myung-bak in 2009. Others recipients of the honor include the leaders of Pakistan, Indonesia, Honduras, Croatia and Spain."

    Many presidents and heads of state are given honorary rank. Putin, though not a TKD guy, at least practices MA. Even has a decent forward judo technique.

    Obviously political - maybe the WTF feel that the sport is under threat of having its Olympic status scrutinised by the IOC. Wise move: rack up a few world leaders to argue your case.
