This is not a problem unique to Japan. When I competed internationally I saw far worse things with the Korean national squad. Mind you, no National Squad was a place for the feint hearted back then - even European ones.....

Unfortunate that nobody is moved to action until it becomes a news story. But yeah, not a problem unique to Japan certainly.
