On page 122 of the book Formal Techniques by Otaki & Dreager is written:
"The chin is tucked in and the head is a bit raised off the mat."
In the back of the book is explained on page 445 point 8 halfway of the text: "Modern-day kata tends to permit Uke the comfort of placing his head on the mat. In this ................less valuable for physical education. Only when extreme muscular weakness prohibits keeping the haed raised off the mat should trainees take the restful position."
Nowadays everybody takes the restful position instead of the head raised off the mat. I learned that the Uke is showing activity/alertness/readiness with his head raised.
