That's by Sakuraba Takeshi, 8dan I tihink 1892-1941. An underappreciated contributor to judo.

He wrote a series of judo instruction manuals, and a 1935 judo history that is very interesting.

The other instruction manuals use photos, not diagrams, but are essentially the same. The color diagram books are apparently very rare.
