Harai goshi never "left". Just look at video clips of Teddy Riner. Harai-Goshi is his tokui waza.
    Tall judokas love Harai-Goshi.

But 20(30)-years ago everybody in e.g. -86 was doing it. Now only some big guys do it. But now when breaking the grip is forbidden it is much more easier to have as tokui-waza

Wait, not all grip breaks are forbidden!

I understand that you are thinking that with the rules being so strict on grip breaking, this favors the strong high collar and over the back grip, for once established it will be hard to get off.

Also, asking if this will bring a "comeback" to harai-goshi is simmilar to asking if this will bring a "comeback" to ura-nage...

I'm fairly short and I use harai goshi a lot. I'm not sure how I feel about the idea of certain throws being better for shorter or taller judoka than others. Perhaps I just don't watch enough shiai to know. I've often hears osoto gari being a tall man's throw but it is my tokui waza. I'm not sure why other than that I have a lot of success with it.
