Arms ... legs ... a spine ... arguably a brain ... someone to teach you ... or a good effort with books and video if that is all you have to start and are willing to be spanked on your skills at a later date ...

I start teaching NNK and KNK to relative novices. Not the entire Kata but the particular throws and/or holds etc. that they are learning for syllabi. I show the steps for the Kata and include how/why tori reacts to uke etc.
To answer your question, one can start learning the basics, or the sequence at any level. It however takes time and experience to understand the Kata.

In some cases it could be the same person (your sensei or sempai f.e.).
Both are harder to find than you could think, though.
